Chief William Loughridge

Chief of Police

Chief William Loughridge was appointed Chief of Police in 2026 after serving as Assistant Chief of Police for the Rolla Police Department. Chief Loughridge began his law enforcement career in 1999 and is a lifelong member of the Rolla community. 

Chief Loughridge is a graduate of the Northwestern University School of Police Staff and Command and the Missouri Police Chiefs Association Command College. He holds a Bachelor of Science in Criminal Justice and a Master of Science in Criminal Justice with an emphasis in Public Administration.

During his career, Chief Loughridge has served in numerous assignments, including patrol, criminal investigations, task force operations, tactical operations, and executive leadership. He is committed to professional policing, employee development, organizational excellence, and building strong partnerships with the community while ensuring public safety services are delivered with integrity, respect, fairness, and accountability.

Major Derrick Dillon

Assistant Chief of Police

Major Derrick Dillon serves as Assistant Chief of Police for the Rolla Police Department and assists with the administration, operations, and strategic direction of the organization. As the department's second-in-command, he works closely with bureau commanders and staff to ensure the effective delivery of public safety services to the community.

Major Dillon began his law enforcement career in 2004. He has served in a variety of assignments, including patrol, criminal investigations, crisis negotiations, tactical operations, and executive leadership. Prior to his promotion to Assistant Chief, he served as Commander of the Special Services Bureau, overseeing investigations, training, and specialized operations.

Major Dillon is a graduate of the Southern Police Institute Administrative Officers Course and holds a Bachelor of Science in Criminal Justice.

Captain Ken Nakanishi

Field Operations Bureau Commander

Captain Ken Nakanishi serves as Commander of the Field Operations Bureau and oversees the department's patrol operations and other field-based public safety functions. In this role, he is responsible for the day-to-day delivery of police services, emergency response operations, and the supervision and development of field personnel.

Captain Nakanishi began his law enforcement career in 2001. He has served as a patrol officer, patrol supervisor, Volunteer in Police Service (VIPS) Coordinator, and investigations supervisor. His diverse operational and leadership experience provides a strong foundation for overseeing the department's largest bureau and supporting the delivery of professional police services to the community.

Captain Nakanishi holds a Bachelors and Master's degree in Criminal Justice.

Captain Steven Gray

Support Services Bureau Commander

Captain Steve Gray serves as Commander of the Support Services Bureau and oversees a variety of functions that support the department's operations and services. In this role, he is responsible for ensuring critical support systems, resources, and programs effectively contribute to the department's mission and service to the community.

Captain Gray began his law enforcement career in 2009. He has served as a patrol officer, patrol supervisor, Field Training Officer, and SWAT Team Leader. He has also played a significant role in the development of department personnel through his leadership of the Field Training Program and commitment to mentoring and professional development.

Captain Gray holds a Bachelor of Science degree in Criminal Justice and is a graduate of the Southern Police Institute Administrative Officers Course.

Lieutenant Chris Giacolone 

Special Services Bureau Commander

Lieutenant Chris Giacolone serves as Commander of the Special Services Bureau and oversees the department's investigative, training, and specialized operational functions.

Lieutenant Giacolone began his law enforcement career in 2007. He has served as a patrol officer, detective, and patrol supervisor. He also served as the department's SWAT Team Leader for several years and now serves as SWAT Commander, providing leadership for the department's tactical operations and specialized response capabilities.

Lieutenant Giacolone is a graduate of the Missouri Police Chiefs Association Command College.

Communications Chief Stacey Smith

Communications Chief Stacey Smith oversees operations at Phelps County Central Communications, the region’s 9-1-1 center. She leads a team of 18 Emergency Communications Officers and manages the technology, systems, and equipment essential to providing reliable emergency communications services. Chief Smith works closely with the leadership of the 15 public safety agencies served by the center and collaborates with the Phelps County Emergency Services Board to ensure efficient and effective delivery of emergency communications services.

Chief Smith began her public safety career with Phelps County Central Communications in 1996 as a Telecommunicator. Throughout her career, she has served as a Communications Training Officer, Communications Supervisor, and was appointed Communications Chief in 2017. In addition to her leadership responsibilities, she is a certified Crisis Negotiator and has served for several years on the Rolla Police Department Negotiation Team.

Chief Smith holds the Center Manager Certification from the National Emergency Number Association (NENA), demonstrating her commitment to professional excellence and advancing the field of emergency communications.
