Ticket Issuance


When a person is issued a Rolla Municipal Court ticket, the ticket constitutes a summons to appear in Rolla Municipal Court at the Rolla City Hall. This is a courtesy summons, and not an arrest, and the court requires the defendant to appear. If the defendant does not appear on the date shown on the summons or otherwise disposes of the case as described below, then a warrant will be issued for the defendant's arrest. In addition, the court will notify the Department of Revenue of the defendant's failure to appear and his or her driver's license will be suspended.

Your Rights


If you have been issued such a summons, you have certain rights in your case. You have the right to plead not guilty and to have a trial by either a judge or a jury. You have the right to confront and cross-examine witnesses who testify against you, and you have the right to subpoena witnesses to testify on your behalf. You have the right to give your own testimony or to not testify. You also have the right to plead guilty. If you decide to sign the guilty plea on the reverse side of your summons, this will constitute a waiver of all of your rights stated above and you will be convicted of the offense described in the summons.

Pleading Guilty


If you feel that you are guilty of the offense charged on your citation and you have been instructed by the officer that you are allowed to dispose of the ticket without personal appearance in court, then you may decide to dispose of your case by pleading guilty and paying the standard fine plus court costs in advance of the court appearance date shown on the citation. If you decide to plead guilty in this manner, you may do so by following the procedure outlined below:

  1. Sign the back of the citation in the space provided or if you have an e-citation sign on the front at the very bottom of the citation, and
  2. Mail the signed citation and a check or money order made payable to Rolla Municipal Court, for the full amount of the fine plus court costs, to:

       3. Alternatively, you can bring your signed citation to Rolla City Hall (901 North Elm Street,) 2nd Floor, Municipal Court window and pay                   your fine in person. The Municipal Court window is open from 8:30am to 4:30pm Monday through Friday to take your payment.                             Payment in person may be made by check, money order, or cash.
       4. Finally, if your offense is one that the State will allow you to pay before court, then you will be able to make an online payment on the                   Missouri Case.net website with your debit/credit card up until the first initial appearance court date.  Go to the case number search                     icon and enter your citation number then click find.  Note: If you are in an accident, it automatically becomes a mandatory court                             appearance.
