FACILITIES MANAGER - FULL TIME
CITY OF ROLLA BUILDING SERVICES DEPARTMENT
Grade Classification: G7-1 to G7-12 Facilities Manager - $59,816.12 - $82,799.50 Annually depending on qualifications.

GENERAL PURPOSEThe Facilities Manager will be responsible for developing and implementing comprehensive preventive maintenance programs, coordinating building repairs and service contracts, managing facility-related projects, monitoring building systems, and ensuring City facilities are maintained to high standards of safety, functionality, appearance, and reliability.
This position works closely with other city departments, contractors, vendors, inspectors, and other stakeholders to ensure municipal facilities meet the operational needs of the City and the community.
SUPERVISION RECEIVED
Works under the specific supervision of the Public Works Director or designee.
SUPERVISION EXERCISED
The Facilities Manager will be the direct supervisor of janitorial staff.
ESSENTIAL DUTIES AND RESPONSIBILTIES
- Manage the day-to-day maintenance and operation of City-owned buildings, facilities, and associated systems.
- Develop, implement, and maintain a comprehensive preventive and predictive maintenance program for City facilities.
- Inspect buildings and facilities regularly to identify maintenance needs, safety concerns, deterioration, and opportunities for improvement.
- Coordinate and prioritize routine, preventive, and emergency maintenance activities.
- Supervise, assign, and evaluate the work of facilities maintenance personnel and contractors, as applicable.
- Coordinate HVAC, electrical, plumbing, roofing, structural, mechanical, fire protection, security, access control, and other building-system maintenance.
- Develop scopes of work and obtain estimates for repairs, maintenance, renovations, and facility improvements.
- Coordinate outside contractors, service providers, engineers, architects, and consultants.
- Monitor contractor performance and verify that work is completed according to specifications, schedules, and applicable City requirements.
- Maintain accurate records of inspections, repairs, preventive maintenance, warranties, equipment, service contracts, and facility conditions.
- Develop and maintain facility asset inventories and long-term maintenance schedules.
- Assist with the development and administration of annual operating and capital improvement budgets related to City facilities.
- Prepare recommendations regarding facility repairs, replacement of equipment, renovations, and capital improvements.
- Assist with the planning and management of facility construction and renovation projects from initial concept through completion.
- Coordinate with the City Engineer and Public Works staff on facility-related construction and infrastructure projects.
- Ensure facilities are maintained in compliance with applicable building, fire, electrical, mechanical, accessibility, environmental, occupational safety, and other regulations.
- Coordinate required inspections, testing, certifications, and permitting activities.
- Assist with emergency preparedness, building emergencies, severe weather response, and continuity-of-operations planning.
- Respond to facility emergencies and coordinate appropriate corrective action.
- Monitor energy and utility usage and identify opportunities to reduce operating costs and improve energy efficiency.
- Develop and maintain facility operating procedures and maintenance standards.
- Assist City departments with space planning, facility use, security, access, and operational needs.
- Review facility-related complaints and service requests and ensure timely resolution.
- Maintain professional relationships with vendors, contractors, regulatory agencies, employees, and members of the public.
- Prepare reports, budget recommendations, project updates, and presentations for City management and, when appropriate, the City Council.
- Assist in developing specifications and bid documents for facility-related purchases and projects.
- Ensure purchasing and contracting activities follow City policies and applicable laws.
- Perform other duties as assigned.
PERIPHERAL DUTIES
Represents the City at various conferences, meetings, workshops, and seminars. Perform general management, ad hoc reporting and special projects.
JOB CONTEXT
The normal work schedule is generally Monday through Friday during regular City business hours. The Facilities Manager must be available to respond to facility emergencies, critical building-system failures, severe weather events, and other urgent situations outside normal working hours, including occasional evenings, weekends, and holidays. 70% of the work for this position is indoors; 30% is outdoors and requires working in all types of weather conditions. The Facilities Manager is accountable for fiscal, budgetary, safety, and legal issues for which this position is responsible.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's degree in facilities management, construction management, engineering, business administration, public administration, building sciences, or a related field; or
- An equivalent combination of education, training, and progressively responsible experience in facilities management, building maintenance, construction, or a related field.
A minimum of five years of progressively responsible experience in facilities management, commercial building maintenance, construction, property management, or a related field is preferred.
Previous supervisory, municipal, governmental, or public-sector experience is highly desirable.
Preferred Qualifications:
- Experience managing multiple municipal, commercial, institutional, or public facilities.
- Experience developing preventive maintenance programs.
- Experience managing capital improvement or renovation projects.
- Experience with HVAC, building automation, electrical, plumbing, fire protection, or other building systems.
- Experience preparing and administering operating and capital budgets.
- Experience managing contractors and service agreements.
- Experience with computerized maintenance management systems (CMMS).
- Construction management or project management experience.
- Relevant professional certifications in facilities management, building operations, construction, safety, or project management.
SPECIAL REQUIREMENTS
Applicant must have a valid state driver’s license.
PHYSICAL DEMANDS
The position requires the ability to regularly inspect City facilities and work environments, including mechanical rooms, rooftops, utility areas, maintenance areas, and construction sites.
The employee may be required to:
- Walk, stand, bend, stoop, climb stairs and ladders, and work in confined or difficult-to-access areas.
- Occasionally lift or move equipment and materials.
- Work around mechanical, electrical, plumbing, construction, and maintenance activities.
- Work outdoors in varying weather conditions.
- Wear appropriate personal protective equipment when required.
- Respond to facility emergencies outside of normal working hours.
The employee must occasionally lift and/or move up to 50 pounds.
